Although this effort was for XH558 Cool

As weird as it seems we probobly would never have had the B-2 were it not
for a USAF visitor to a RADAR room in the UK during a Vulcan exercise!

Really? Tell me more!

As I recall he was a lui, but it don't matter. He was watching an RAF exercise over the shoulder of a UK RADAR operator.
He noticed one of the blips would appear and disappear from the RADAR screen, he assumed it was using terrain masking and asked about it.
The operator said something like "no, it's a Vulcan at altitude. Sometimes when it manuevers it doesn't show up for several seconds".
The USAF officer mentioned this to some higher brass who at the time thought only a small aircraft was worth pursuing with regard to RADAR invisibility ( they had already re-contacted Leo Windecker ).
